Major Streamlining for Broadcasters: RTÜK Initiates Rapid Transition Era for Broadcasting Techniques
The Radio and Television Supreme Council (RTÜK) has amended the regulations governing cable and satellite broadcasting, significantly easing the technological transformation processes for media service providers.
The regulation, which came into effect upon its publication in the Official Gazette dated March 31, 2026, and numbered 33210, introduces critical amendments to the RTÜK Cable and Satellite Broadcasting Regulations. The primary objectives of this update are to reduce the bureaucratic procedures for broadcasting organizations and to accelerate technological integration within the sector.
Simplified Transition Process in Broadcasting Techniques
The amendment to Article 5 of the regulations provides a significant convenience for media service providers seeking to change their broadcasting technique without changing their distribution medium. Accordingly, organizations wishing to transition between different broadcasting standards—such as SD, HD, 4K, and 8K—may now do so upon application to the Council. This process will no longer require a technical review and will remain valid within the scope of the existing license duration.
Greater Flexibility in License Renewal Processes
Following the amendment to Article 9, media service providers are now granted the opportunity to apply with a different broadcasting technique during license renewal periods. This allows organizations to update their technological infrastructure and transition to advanced broadcasting techniques during the standard renewal phase.
Elimination of Time and Cost Inefficiencies
The new regulation removes the previous requirement to cancel an existing license and re-apply in order to change a broadcasting technique. By eliminating this redundancy, the Council has effectively prevented unnecessary loss of time and additional operational costs for broadcasters.
The overarching aim of these measures is to strengthen technological harmony in the broadcasting sector, reduce the financial liabilities of media service providers, and create a more efficient and competitive industry structure by simplifying bureaucratic hurdles.
