The Mediterranean Network of Regulatory Authorities (MNRA) was created on a proposal of the French Conseil Supérieur de l’audiovisuel (CSA) and the Consell de l'Audiovisual de Catalunya (CAC) in Barcelona on the 29th of November, 1997, in order to strengthen the historical and cultural links between Mediterranean countries, and to give the opportunity to the independent regulatory authorities from the Mediterranean area to exchange about the common challenges they have to face.
Missions:
- It institutes a platform for discussion and consistent exchanges of information and research on topics related to audio-visual regulation.
- It works for the transparency and the mutual knowledge of its members notably thanks to exchanges over the best practices of regulation.
- It acts in favour of the freedom and the liability of communication in the Mediterranean Basin based on the fundamental principles for the regulation of audio-visual contents.
- It maintains the relations of cooperation with organizations and international platforms of similar authorities.
The Networks counts 27 member authorities representing 24 states from the Mediterranean Basin. Radio and Television Supreme Council joined the Network in 2000. The network is open to any independent regulatory authority in the Mediterranean willing to take part in its activities and exchanges.
The MNRA convenes annually in the President’s ‘Plenary Meeting under the presidency of the President in office. The meeting takes place in the country and on the invitation of the new Vice-Presidency of the network.
The Technical Commission of the network meets half-way between two plenary assemblies on the invitation of the Vice-Presidency. It is composed of the representatives of the authorities assuming the Presidency, the Vice-Presidency and the Executive Secretariat of the network. The President of the Network may invite other member institutions to participate in the work of the Technical Commission. Through its reflections and propositions, it aims to provide support to the Presidency’s and Vice-Presidency’s undertakings. It also establishes the agenda of the next Plenary Meeting.
The Network's management is in a troika form, with a President authority and two Vice-President authorities. The next year's Vice President of the Network is determined at the Plenary Meeting held in the current year. The Vice President authority hosts the Plenary Meeting in the following year and assumes the Presidency at the meeting. The authority that hand over the Presidency carries out the outgoing Vice Presidency for a period of 1 year. Currently, the Presidency is carried out by the Croatian Electronic Media Agency (AEM).
The Executive Secretariat of the network is ensured by the CSA (France) and the HACA (Morocco). It provides support to the Presidency and Vice-Presidency. It coordinates notably the information related to the member authorities and to the life and the activities of the network. It acts as a task force for the Presidency and the Vice-Presidency fostering initiatives and carrying out the implementations. It coordinates all common actions. It is the link between the Presidency and the Vice-Presidency and the member authorities and the authorities’ candidates to the network.
