Duties, Powers and Liabilities
In accordance with the Article 8 duties of the Public Opinion, Broadcasting Research and Measurement Department are as follows:
a) To plan research and measurement processes regarding broadcasting services within the framework of the legislation that must be followed in radio, television and on-demand broadcasting services and to submit them to the Supreme Council.
b) To submit and propose the audit and evaluation reports prepared in accordance with the procedures and principles regarding the measurement and audience measurement of radio, television and on-demand broadcast services and the sanctions to be applied when necessary to the Supreme Council.
c) To follow developments in the fields of radio, television and on-demand broadcasting services, to plan the necessary studies to conduct or have conducted public research on broadcasting services, and to share the results of these researches with the relevant side and the public, and to submit the results and recommendations to the Supreme Council.
ç) To continuously follow the reactions, admiration and sensitivities arising from the public regarding radio, television and on-demand broadcast services, to evaluate public trends, to establish listener/viewer notifications made to the Supreme Council and to determine the necessary strategies by utilizing the technological system, to plan and operate the necessary systems to ensure that complaints, admiration and suggestions from the public and the information to be announced to the public are communicated and to regularly present the results to the Supreme Council.
d) To conduct research and design projects on issues that the Supreme Council may need regarding radio and television broadcasting, to propose the establishment of specialized commissions when necessary, and to present the results of the commission's work to the Supreme Council.
e) To create a database containing all kinds of information regarding the broadcasting service and environment; to systematically preserve and archive written-visual documents and to make them ready for use.
f) In order to ensure public access to important events, to prepare a list of important events by taking the opinions of other relevant institutions and organizations into consideration and submitting it to the Supreme Council.
g) To perform other duties assigned by the Supreme Council and the President of the Supreme Council.
